Did you enable any bandwidth limits in your torrent client? Setting your upload to something ridiculously low (e.g.Just to confirm, you enabled the port forward in the PIA VPN application, then connected to one of the Port Forwarding servers, then entered the port forward # into qBittorrent's Listening Port number, correct? And when you test that port number using something like the site can 'see' you through that port?
